Update: 22nd December 2025 – Issued by the Board of the Ice Skating Club New South Wales (ISCNSW)

  • Demolition is now substantially complete, clearing the way for full construction activity.
  • In-ground works are well underway, with all piling works finished.
  • In-ground drainage installation has commenced, marking an important step in preparing the site for vertical construction.
  • In-ground structure for the grandstand is progressing steadily, providing the foundations for the new spectator facilities.
  • The project remains on track with the originally forecast opening date of September–October 2026, as advised at the AGM in May 2025.
  • With demolition, excavation and in-ground structural works now complete, we have worked through a significant portion
  • of the construction risk associated with known and unknown contamination in the area.
  • The next major milestones are the completion of all concrete structure, erection of the structural steel, and installation of the roof and perimeter walls to make the facility weather tight. This phase is programmed to be completed by approximately the end of April 2026.

MAJOR FABRICATION UPDATES

  • Structural steel is currently in fabrication in China, with delivery to site scheduled for early January.
  • The dasher board design has been approved, and fabrication has commenced in Canada. Delivery to Australia is expected in March.
  • Refrigeration pipework is also in fabrication in Canada, with arrival similarly expected in March.

APPROVALS

  • The second stage of the Construction Certificate (CC2), covering internal services and fit out for the areas not included in the previous stage, is well progressed and expected to be approved imminently.
  • A minor DA has been approved by Canterbury–Bankstown Council to allow the removal of an additional tree that was impinging on the DA footprint. Although originally proposed for removal, the Planning Panel required it to remain in the
  • initial approval. To avoid delays, the approach was taken to progress the major works first and seek the tree removal under a separate application, which has now been successfully granted.

SITE ACCESS AND STAGING

The Rink Builder has now taken possession of the full extent of Little Tasker Park and has removed the existing playground at no cost to the rink. This additional area provides greater room for staging, storage and the safe, efficient flow of works throughout construction. It has been agreed that the Builder will remediate the park area and re-turf it before handover back to Council. Once complete, Council will be able to proceed with the Overflow Car Park works, which are required for the opening of the new Aquatic Centre.

PROGRESS

  • Civil works completed and change room area fully excavated.
  • Piling works completed.
  • Grandstand ground slab half poured.
  • Stormwater connection completed.
  • CIMCO refrigeration pipework being manufactured – due for shipping in December.
  • Dasher boards shop drawings received.
  • CC2 design received and being reviewed.
  • Steel structure shop drawings.
  • Preparation for pouring the ground floor slab to change rooms.

  • Grandstand structure – blockwork walls, forming up the steps.

Development Application (DA) Approval

We are pleased to announce that the Development Application (DA) has now been formally determined and approved by the Planning Panel and the Council. This approval marks a major milestone in our redevelopment plans, allowing us to move forward with finalising the tender process with prospective builders. Our intent is to award a contract in the coming weeks, bringing us another step closer to delivering the much-needed new facility to our community.  We will make further announcements as we reach the next stages of this exciting journey.

Board Retirement – Steve Aird

After many years of dedicated service, Steve Aird has announced his retirement from the Board at the upcoming AGM. We extend our sincere gratitude to Steve for his longstanding contributions, leadership, and tenure as Chair, which has played a significant role in shaping the future of the rink.

New Chairperson – Alexander Allan

Following Steve’s decision to step down as Chair, the Board has unanimously elected Alexander Allan to take on the position. We congratulate Alexander on his appointment and look forward to his leadership as we continue progressing key initiatives.

Update: 3rd March 2025 – Issued by the Board of the Ice Skating Club New South Wales (ISCNSW)

Dear Members,

We’re pleased to provide an update on the progress of the ice rink redevelopment. Over the past months and since the original submission of the Development Application (DA) in September last year, we’ve been working tirelessly through a number of challenges as part of the DA process which threatened the timeline to the reopening of your new rink.  

We appreciate your ongoing patience, support and most of all attention and curiosity to the progress of the DA.  

Below we would like to outline the challenges we have faced and give you an update with how things are progressing.

Key Updates:

Land Ownership Challenges Resolved

One of the more complex challenges we faced was obtaining owner consent for a small area of land at the rear of the site, adjoining Little Tasker Park, as the owner could not be identified or located. After extensive work with the Land and Titles Office, the Premier’s Department, WSIG, our state member Sophie Cotsis’ Office, and Local Council staff, we were able to track down the ownership history, which ultimately led us back to the Council and Public Works. Given that this issue arose just before Christmas, we are especially grateful to all those involved in helping us resolve it in time to ensure a timely DA determination.

DA Determination Progress

The draft DA conditions have now been received ahead of the scheduled determination date (10/03/2025). This early insight allows us to prepare for any potential challenges as we move towards the next phase of construction.

We are now in ongoing discussions with the Planning Panel and Council around conditions in the DA to ensure they are appropriate and enhance our ability to deliver the project and open the doors on time and unhindered. 

As part of the DA application, we are required to submit a Plan of Management (PoM), this sets out how the facility will be operated and becomes a document which will govern its operation (including hours of operation and the like) going forward. This has been a key topic of focus for both the Planners and the Board to ensure we are able to continue to operate the rink in a similar fashion to when we closed.  But more on the specifics at a later time (after determination). 

Builder Procurement Update

The Expression of Interest (EOI) process for builders was issued before Christmas, attracting seven interested builders, with only one withdrawing due to existing commitments and not being able to commit to the current time frame. This means we are heading into a highly competitive tender process, this is great news for the co-op. The Tender are due to close on 14/03/2025. This coincides with the issue of the DA determination and final DA conditions which means tenders will able to consider any minor changes to this document. The next step is to move into the tender assessment period where we will analyse and consider all the information submitted, conduct further interviews, discuss any outstanding queries with builders and narrow down to the successful party.  Given the nature of the works this will involve considerable board involvement including a full board approval/sign-off prior to proceeding with any successful party to ensure the highest level of compliance. 

Recently (week ending 22/02/25), prospective builders are being given walkthroughs of the existing facility as part of the selection process.

Update: 28th September 2024 – Issued by the Board of the Ice Skating Club New South Wales (ISCNSW)

Just a quick update on the status of our Development Application submitted to Canterbury Bankstown Council in August.  The DA is currently on public exhibition until 8 October 2024 and is accessible to view and comment via the link below.

You will be able to view the Architectural Plans and other documentation as submitted, and most importantly under the “Submission” heading you will be able to make a submission/comment on the DA that will be taken into consideration by the Planning team through the review and approval process.  We would of course be grateful for any supportive submissions.

We have sent out an Expression of Interest to a number of suitable construction firms based on these plans, and will evaluate the responses with our Project Manager as they come in over the coming weeks. 

Once Council provides formal questions/responses to our DA we will be in a position to issue the construction tender to the shortlisted firms – the timing of this process remains fluid and we are now only 3 months from Christmas (!!!) so our current estimate is that we will hand over the site to the successful bidder around March/April.  As we receive further information we will continue to share it with you.

Update: April 21st 2024: Current Status – Issued by the Board of the Ice Skating Club New South Wales (ISCNSW)

The Western Sydney Infrastructure Grant (WSIG) Update (formerly West Invest)

Over the past several months, our Project Manager, Andrew Stanton, in conjunction with the Board representatives have been working closely to tender and award each of the key Consultant packages required to produce the documentation required for the approvals process.  The Board has also established a Project Control Group, made up of representatives of the Board and our Project Manager.  This group meets on a monthly basis to discuss general Project Health, Project Status, Objectives, Program, Risks and Opportunities.  Although we have constant communication with our Project Manager, this setting ensures we have positive governance around our Project, enables the project team to raise issues and continue to progress the project forward at a much more rapid rate.

As many may have noticed, Canterbury Aquatic Centre redevelopment has taken full effect next door with demolition works well underway.  The Board has been working very closely with Council Representatives and Public Works officials in “untangling” the two buildings structures, which, has been quite an involved and complex process.  We have worked closely to plan the demolition of the grandstand, which sits over the existing skate hire, while ensuring that this process does not cause the roof of the ice rink to suddenly fail. In planning this process and undertaking design development on the Ice Rink development, we have ensured that the works being undertaken by the Council have positively influenced our design intent.

All major Consultant packages have been awarded and, the Consultant team has been working hard to understand the existing building, its existing condition as well as understand what is required from a compliance perspective to deliver a project of this nature.  The initial Concept Plan which was previously approved by the Board has since been further developed by our Project Architect, Kennedy & Associates, and is progressing well through the design development stage. We are expecting a milestone presentation from our project Architect with developed floor plans, building elevations, details around each of the rooms and finalisation of compliance issues.  This milestone meeting will serve as an opportunity for the Architect and the Board to clarify the overall design objectives and ensure we are moving in the right direction. Pending finalisation of feedback from the board, we anticipate that we will be ready to submit a DA in the two to three months.

The WSIG Program is also maintaining brief web pages for each of the funded projects, and you can find ours HERE.  This will be updated periodically, and as we finalise design and move to DA we look forward to adding some visuals.
